The sheet music score / tab is in G Major with the time signature being 3/4 . and to be played on a D whistle. Also included is a youtube tutorial video showing how to play Black Velvet Band on the tin whistle. And here's a link to the Black Velvet Band Lyrics And Chords .The first piece of music is set in the key of G Major but you can use a D whistle to play it as that's the way I worked it out.
